let's have this out and make it simple.

Who did it?

Who's he?

Whose round is it?

If the sentence should be "who is" .. then you can shorten it to who's

If it shouldn't be "who is" .. like "whose line is it" .. (cos, who is line is it, doesn't work, right?)

Does this make sense?

Say it out loud before you type, is it who is (AKA who's) or whose.

No, It must be years since I drank vodka, in fact, I don't drink spirits at all, the last one being a shot of buca in a Chinese restaurant (on the house) a few weeks ago. So vodka vera is not me, actually so not me.

Exactly the same principle,, very many people write "your welcome" ... well, that just means you own welcome, you don't. That's just silly. It should read "you're welcome", shortened from "you are welcome" an apostrophe replaces the a.
