Poker question

I watch a lot of poker on twitch.
When it gets to two away from the money it goes hand for hand.
I can understand it doing it when one away from the money (the bubble)
But why do they do it two away from the money?

Seen it at 2 sometimes. It is to stop folk using their maximum time banks on every hand which grinds the game to a halt.

We did it in Morocco as one particular guy was taking 5 minutes on every hand and we were playing 3 hands to each one on the other table. It didn't actually speed the guy up as he was pissed but was fairer. Poker gods were in play as guess who bubbled.

Only site I play on that has it 2 from cash is party poker, it doesn't really affect me much though as I rarely see the bubble over there.
